Is this a sliding rail kit?
No. MTEF-KIT-J is a fixed/static mount — the chassis bolts into position and does not extend out of the rack for front servicing. The telescopic equivalent in this family is MTEF-KIT-F (930-9BRKT-00JJ-000), which is a different part.

Because NVIDIA publishes two. The SN4000 manual describes OPN 930-9NRKT-00JN-000 as covering 430–800mm depth racks; the SN3000 manual describes the identical OPN as standard-depth, 600–800mm. The likeliest reading is that 430–800mm is the kit's mechanical span and 600–800mm is the range NVIDIA characterizes as standard depth. Above 600mm every NVIDIA source agrees.
